Maybe her partner/owner feared she might jump into the water .. so left her chained up ? ... 
I'm glad she didn't,that would have been a terrible waste .. if she's looking for a nice home in UK .. I know a certain Poacher who'd be only too pleased to offer sanctuary & take her in ...
