May I give you some thoughts?
Laser hair removal is NOT permanent - even if people want to make you believe it is. Of course you see an effect for a longer period, but then less hair wil start growing again. Furthermore, you can not have the laser treatment on the inside of your outer labia, you will have to continue shaving there.
At the end of the day, the whole treatment will have to be repeated....and the new pubic tattoo could fade out....to be re-done too?
Ask the people doing the laser removal and the tattoo studio if this is correct, then decide.
I believe you should have your clithood removed, this will take just half an hour and give you and your hubby a lot of pleasure. Just think of having your exposed clit licked while both your hubby's hands could play with your pierced nipples. And going one step further, you could have your clit pierced, if she has got the right size. If not, start pumping...
