No idea who she is, but that photo is at least 15 years old - I think that's a magazine scan from the late 90s.
I've never seen another photo of her sadly.

Her name was Lee Howard. Sadly, she passed away about 5-6 years ago. I knew her quite well. Very nice lady and passed way too soon.
