This photo is from the days that dr Evil and his wife Moana from devilstigmatattoo(.ru) were active on BME. They have tattooed a number of girls quite heavily, she is one of them. Her name is Victoria.

I'm a long time BME member and quite active in the bodymod community (not much on BME anymore though), knowing many IRL. I also teach hanggliding, so I'm the real 'glider', Shannon is fake
. He's a nice guy though.
