Just paint, probably not even heena. No tattoo artist would do such a crude job. If nothing else works, you can always tell by the edges: tattoo edges, esp. blackwork, tend to be very sharp, while paint always smears in skin wrinkles. You can see this in the only picture of the set that's not blurred:

An impressive concept though, it could become something real, like the attached picture :)
